1. Bill introduced in Assembly
2. Assembly committees review and vote
3. Full Assembly floor vote
4. If it gets enough votes, it goes to the Senate
5. Senate committees and Senate floor vote
6. If both houses approve the same version, it goes to the Governor
After a bill is introduced in the California Assembly, the full Assembly membership votes on it before it can move to the California Senate. But not every member must vote “yes.”
The California State Assembly has 80 members. Most bills need:
* 41 “yes” votes (a simple majority) to pass the Assembly and move to the Senate.
* Some bills — like urgency measures, tax increases, or certain appropriations bills — require a 2/3 vote (54 votes).
